Read this first, because it is the part that costs people the year.

The Commonwealth Scholarship Commission does not accept direct applications for this award. You have to apply twice, to two different bodies, for the same scholarship:

- To the CSC, through its own online system, CSC Central
- To a nominator — and for India that is the Ministry of Education

The CSC states it plainly: "As well as applying to the CSC, applicants must apply to a nominator" and "The CSC does not accept direct applications for these scholarships."

Now the part that matters more. The CSC also says: "Nominators may set their own closing dates for applications." Nominators have to send their nominations to the CSC by December 2026. So the 20 October date on this page is the CSC's ceiling, not the date that will actually bind you. The Ministry of Education's own cut-off can be earlier, and it is not published on the CSC site.

What that means in practice: contact the Ministry now, before you write a single essay, and find out its date. If you diarise only 20 October you can miss the real deadline without ever being late for the one we printed here.

India's nominating agency, as the CSC lists it

> Under Secretary to the Govt. of India, Ministry of Education, West Block-1, Wing-6, 2nd Floor, R.K. Puram, New Delhi - 110066, India. Tel: 011-26172492. Email: es3.edu@nic.in

The website the CSC gives for it is education.gov.in/scholarships-education-loan-2.

Who this is for, and who it is not for

This is unusual among the big international awards in that it is explicitly means-aware. The CSC describes the scholarships as "aimed at those who could not otherwise afford to study in the UK", and one of the eligibility conditions is that you must "Be unable to afford to study in the UK without this scholarship". If you are a strong graduate from a low-income family, you are exactly who this was written for.

It is still an internationally contested award for a UK Master's, so it will not help with college fees in India. If that is what you need, the NSP and state schemes on this site are a much better use of your time.

India is on the eligible list — here is the wording

The CSC prints the list under a heading that reads: "Please note that only candidates from the eligible countries listed below can apply for Commonwealth Master's Scholarships." India appears on that list, alongside Bangladesh, Ghana, Kenya, Malaysia, Nigeria, Pakistan, South Africa, Sri Lanka and others.

The CSC frames the programme as being "for candidates from eligible low and middle income Commonwealth countries, to undertake full-time taught Master's study at a UK university".

The dates

- Applications open: Tuesday 8 September 2026
- Applications close: 16:00 BST on Tuesday 20 October 2026
- Nominators nominate to the CSC by: December 2026
- You hear the outcome by: July 2027
- Study begins: September/October 2027, for the 2027/28 academic year

BST is British Summer Time, four and a half hours behind India — so 16:00 BST is 20:30 in India on the same day. That is our arithmetic, not the CSC's, but it is the number you need.

The full eligibility conditions

To be considered you must:

- Be a citizen of, or have been granted refugee status by, an eligible Commonwealth country, or be a British Protected Person
- Be permanently resident in an eligible Commonwealth country
- Be available to start academic studies in the UK by the start of the UK academic year in September 2027
- By September 2027, hold a first degree of at least upper second-class (2:1) honours standard, or a lower second-class degree plus a relevant postgraduate qualification (usually a Master's)
- Be unable to afford to study in the UK without this scholarship
- Have provided all supporting documentation in the required format

There is no age limit. The CSC says so directly.

Who is ruled out

- Anyone who has already studied at Master's level at a UK institution
- Anyone who has already received a Commonwealth Scholarship at Master's level
- Employees, former employees, or relatives of employees of the UK Government; staff of the Association of Commonwealth Universities or the British Council; and Commonwealth Scholarship Commissioners or their relatives. Former employees of those bodies become eligible three years after leaving

The CSC also has "a preference for applicants who have already completed their undergraduate degrees" and "would not normally fund a second Master's degree" — if you are applying for one anyway, you must justify why.

There is a disability route worth knowing about. The CSC states that disabled applicants who can demonstrate potential to contribute to international development, but who do not hold a 2:1 undergraduate degree, may be considered for a contextualised nomination through the Commonwealth Disabled People's Forum nominator.

What is not funded

- MBA degrees. The CSC "funds one-year taught Master's programmes only and does not fund MBA degrees"
- Anything longer than one year, or a second concurrent course
- Fossil fuel energy sector study — the CSC does not provide new direct support for it

What you actually get

- Approved return airfare from India to the UK and back at the end of the award. Dependants' fares are not covered, and neither is any journey made before the award is confirmed
- Full tuition fees. The CSC settles these with the university directly and states that "Scholars are not liable to pay for any part of the tuition fee"
- A living allowance of £1,712 per month, or £2,000 per month at universities in the London metropolitan area
- A study travel grant towards study-related travel within the UK or overseas
- If you are widowed, divorced or a single parent and your children live with you in the UK: £622 per month for the first child, and £154 per month for the second and third child under 16

If you share that you have a disability, the CSC offers a full assessment of your needs and eligibility for additional financial support.

One warning the CSC gives itself: the family allowances are "intended to be only a contribution", the true costs are likely to be considerably higher, and you must be able to make up the difference for any family who come with you.

Documents you must upload

All of these go into the online system by the closing date. The CSC will not take them any other way, and an application missing any of them is ineligible:

- Proof of citizenship or refugee status in an eligible Commonwealth country — a copy of a valid passport or national ID card showing your photograph, date of birth and country of citizenship
- Full transcripts for every higher education qualification, including to-date transcripts for anything you are studying now, with certified translations if they are not in English. The CSC is blunt about this one: "Where any transcripts are missing or do not include all pages, the application will be considered ineligible." If a to-date transcript does not exist, you must explain why
- References from at least two people, in PDF, signed, and either on institutional letterhead or an email that clearly shows the sender's details. You collect these yourself and upload them — the CSC cannot accept a reference sent any other way, or after the deadline

The application form itself asks for three referees, one of whom must be your current employer if you have one.

Choosing your universities

You list three UK universities and courses in order of preference, with your reasons. Two things follow from that:

- The CSC makes the final decision on where you study and can overrule your preferences on suitability and value for money
- If you list fewer than three and the CSC cannot place you, the scholarship simply cannot proceed

You must also apply for admission to those universities yourself, in advance. Many courses have strict admission deadlines of their own. If you win a scholarship but have not been accepted onto a course, it may not be possible to proceed.

Scholarships are only tenable at UK universities that have a part-funding agreement with the CSC. The list is at cscuk.fcdo.gov.uk/uk-universities.

How you are judged

Three criteria: candidate merit including academic experience, quality of research proposal, and potential impact on the development of your home country.

The biggest single piece of the form is a Development Impact statement in four parts — how your proposed scholarship relates to development issues globally, nationally and locally; how you will apply the skills afterwards; what you expect to change, over what timeframe and for whom; and how the impact could be measured and evidenced.

Practical notes on the application system

- It uses two-factor authentication, so you need either a smartphone or a second email account to register, and you pass 2FA every time you log in
- Save constantly. Refreshing the browser window throws you out of the form and loses anything unsaved
- Use the system's own back buttons, not the browser's. Clicking the CSC logo returns you to the login screen and you have to pass 2FA again
- You cannot edit an application after submitting it
- Keep the Application Reference Number email. You need the reference and a 22-character passcode to reopen a saved application
- There is a template application form and a guidance document — draft your answers outside the system and paste them in
- Apply early. The CSC warns the system gets very busy near the deadline and it does not accept late applications

Two more things worth knowing

The CSC does not require an IELTS test. And it does not charge to apply — "the CSC does not charge to apply for any of its scholarships or fellowships through its online application system". If anyone asks you for money to submit this application, that is not the CSC.

The condition at the end

Every Commonwealth Scholar commits to returning home after the award to contribute to their home country's development. Switching to a graduate or other visa to stay in the UK is not permitted, and you sign an undertaking to leave before your student visa expires. Go in knowing that.
