अरुणाचल प्रदेश राज्य स्टाइपेंड योजना 2026-27: अनुसूचित जनजाति के छात्रों को ₹1,400 प्रति माह, अंतिम तिथि 16 अक्टूबर

Read this first, because it is the one that quietly kills applications.

This stipend is run by the Directorate of Higher & Technical Education — but not for every course. The scheme's own application form carries this note:

> Students pursuing courses relating to Medical, Agriculture, Veterinary, Fisheries, Textile & Handloom & Handicrafts, Environment & Forests are to submit their application to the concerned department. Their cases shall not be entertained in the Directorate of Higher & Technical Education.

So if you are in MBBS, BDS, B.V.Sc, B.Sc Agriculture, Horticulture, Forestry or Fishery, your application does not go where everybody else's goes. Find your own department first. An application sent to the wrong directorate is not rejected with an explanation — it is simply not entertained.

Who this is for

The scheme's stated object is "to provide financial assistance to Scheduled Tribe students of Arunachal Pradesh so as to enable them to pursue various courses of Higher studies approved by the Government of Arunachal Pradesh".

To be eligible you must:

- Belong to a Scheduled Tribe of the State as notified by the Central or State Government, **and** be a permanent resident of Arunachal Pradesh. Both conditions, not either
- Be studying on a regular basis in a recognised institution
- Have passed your last Board or University examination
- Keep at least 75% attendance

There is no family income limit

This is worth pausing on, because almost every scheme on this site has one. The rules set out eight conditions of eligibility and not one of them mentions family income. There is no income certificate in the document list either.

If you are APST and your family earns too much for the NSP post-matric schemes, this is a scheme you can still apply to.

Who is ruled out

The rules exclude, in their own words:

- Scheduled Tribe students who are in full-time employment
- A student who fails a class and gets re-admitted at the same level of study for a different course or stream — not eligible for the award for that class
- Students against whom disciplinary action is taken
- Students whose attendance is below 75% in any month, unless for certified reasons of health or bereavement
- Students who pursue their studies through correspondence course or distance education mode
- Students in institutions not recognised by State or Central regulators like UGC, AICTE, MCI, DCI, BCI, CCH

One exception is written in for girls: "A Girl student who fails in a class may be allowed one time stipend for same class in the next year with specific recommendation from the Head of Institution."

What you get

Under the rate notification, No. ED/HE-106/86/2008-09 dated Itanagar the 22nd November 2016, which enhanced the rates with effect from the academic session 2016-17:

- Stipend rate: **₹1,400 per month**
- Book grant: **₹1,000 per annum**
- Period: **11 months**

The same three figures apply to every course in the notification's table — a B.A. and an M.Tech draw the same rate. Before that notification the rates were means-linked and ran from ₹630 to ₹1,050 a month depending on course and whether you scored above or below 60%; the 2016 order replaced all of that with one flat rate.

Be aware of what that date means. The 22 November 2016 notification is the most recent rate order inside the guidelines document the National Scholarship Portal serves for this scheme. We have not found a later one, and we are not going to assume the figure has been revised or that it has not. Confirm the current amount on the portal when you apply.

Which courses are covered

The rules list 24 approved courses or classes:

The rules also say the stipend "is not tenable for subsidiary/additional course such as L.L.B. with M.A. etc. The student who undergoes of two courses is given stipend for one course only."

The documents you need

The application form requires attested copies of:

- APST Certificate — your Arunachal Pradesh Scheduled Tribe certificate
- Mark sheet of the last examination passed
- Student Identity Card
- First page of your SBI Savings Bank Account passbook, showing the account holder's details
- Aadhaar Card
- Admission Receipt for the current academic session

Note the bank detail: the form asks specifically for **SBI SB Account details of the student**. Sort that out before you start filling anything in.

How the application travels

The rules are specific about the route, and it is not a route you complete alone:

1. You apply in the prescribed form within the date notified by the State Government
2. Your application must carry an attested copy of the APST certificate and of your last mark sheet
3. "Application complete in all respect shall be submitted through the Head of the Institution to the concern sanctioning authority" — it goes via your principal or registrar, not direct
4. "Incomplete applications or application received after the prescribed date will summarily be rejected"

The Head of your institution also completes a certificate on the form itself: whether they recommend the award, the duration of the course, the period of the academic session, your date of joining, whether any disciplinary action is pending against you, what the institution is affiliated to, and the minimum qualification required for admission to your course. Give them time.

The undertaking you sign

Part II of the form is a declaration in your own name. You undertake that:

- You will secure 75% attendance in all subjects
- You are **not in receipt of any other stipend or scholarship from any other source**
- You are not on the payroll of any establishment on account of employment
- You have duly passed the last Board or University examination
- You will abide by all the rules and maintain discipline in the institution

That second condition is the one to check against your other applications. The rules repeat it: "A stipend holder under this scheme will not avail stipend/scholarship from any other source. If any other stipend/scholarship is awarded to a student, he/she can opt for either of the two, which ever is beneficial to him/her and should surrender the other."

You also undertake to tell your Principal immediately if you get employment with monetary benefit.

What can stop the money

- Failure to make satisfactory progress, or misconduct. The rules name "resorting to or participating in strike or political activities, irregularity in attendance" as grounds for the stipend to be discontinued
- The Government "reserves the right to either cancel the stipend or stop or with-hold further payment to any student for such period as it may deem fit"
- The stipend is not admissible for the period when the institution is closed for vacation
- Conditions "may be changed at any time at the discretion of the State Government without assigning any reasons whatsoever"

How you are paid

Stipend is payable from the date of admission to your course. If you take admission after the 20th day of a month, it starts from the next month.

The Head of your institution draws and disburses the stipend to students in respect of whom it is sanctioned. If you are studying **outside Arunachal Pradesh**, the sanctioning authority draws it as a Demand Draft and sends it to the Head of your institution for disbursement to you — so the money still reaches you through your college, not into your own hands directly.

The dates for this cycle

From the National Scholarship Portal's scheme board:

- Scheme open from: 7 August 2026
- **Student application open till: 16 October 2026**
- Defective application verification open till: 20 October 2026
- Institute verification open till: 20 October 2026
- District, State and Ministry verification open till: 30 October 2026

The two verification dates matter to you even though you do not do them. Your institution has until 20 October to verify and forward your application — the same window you have to submit it. Applying on the last day leaves your college no time. Give them at least a fortnight.

The governing rules are the Arunachal Pradesh State Stipend Scheme 2012, in force from 1 April 2012, which extend "only to the Scheduled Tribe students of Arunachal Pradesh".
